HEALTH, SAFETY & CARE

Care Commission

The Scottish Commission for the Regulation of Care (The Care Commission) was established in April 2002 as the new, Independent Regulator set up under the Regulation of Care (Scotland) Act 2001 to regulate care services in Scotland. Based in Dundee, the Care Commission currently have 500 staff with 350 involved in inspection activity. On an annual basis they regulate over 13,000 care services which are used by almost 250,000 people.

ACS have been working in conjunction with the Care Commission for the past 3 years assisting the development of their Health & Safety Department. This primarily involves auditing and inspecting their existing Health & Safety policies and procedures while assisting to develop new ones where appropriate. In addition to this, ACS carry out DSE assessments for the Care Commission's homeworkers and act as advisors to their Risk Assessment committee.

FE Colleges

Over the past 10 years, ACS staff have acted as Health & Safety Consultants for a range of FE Colleges, including Glasgow College of Building and Printing, Glasgow College of Food Technology, Stow College (Glasgow), Reid Kerr College (Paisley) and James Watt College (Greenock).

Primarily, this sector adopts the option of a Health and Safety support package which would typically include the undertaking of General and Specific Risk Assessments, technical advice on the development of new policies and changing legislation and an annual audit of the entire Health & Safety Management System. In addition, ACS technical staff have also undertaken monitoring programmes for various workplace hazards such as noise, dust and chemicals.


Employers In Voluntary Housing (EVH)

EVH is a unique organisation, being the only employers' association in the voluntary housing movement in Britain. Established in 1978 and with just over 50 members in 1992, current membership has recently reached the 170 mark.

Over the past decade ACS staff have acted as Health & Safety Consultants to EVH and its member organisations. This partnership has seen ACS develop a wide range of Health and Safety policies, procedures and tools specifically geared towards the housing sector. This is complemented by a number of individual services for member organisations which includes annual audits, regular health and safety updates, telephone hotline and discounted training services.


TRAINING

Argyll & Bute Council

Argyll and Bute Council covers the second largest geographical area of any Scottish local authority and serves a local population of 90,000. Since the formation of the council in 1996, ACS have carried out a range of services on the council's behalf. In particular, training services over a variety of health and safety and asbestos related topics have been provided to council personnel. The training programmes have varied from Asbestos Awareness to the three day BOHS P.402 course for Asbestos Sampling and Surveying to an extended one day "Masterclass" for NEBOSH qualified candidates covering a variety of current key Health and Safety topics.

In addition to the training services, ACS have also provided Argyll and Bute Council with a full range of Asbestos services including: Asbestos surveying, sampling and analysis, Asbestos management systems and Expert Witness advice on asbestos related problems.

Falkirk Council

ACS have been involved in a council wide programme with Falkirk Council to provide Health and Safety training for their staff. This primarily involves approximately 350 line managers undertaking a 2 day training course which should equip them with the knowledge and skills required to fulfill their health and safety responsibilities within the council. In addition to this, ACS are also running regular Risk Assessment and Manual Handling courses to other employees throughout the Authority. ACS have also provided a number of bespoke Health and Safety and Asbestos courses to the Authority.


Health & Safety Executive (HSE)

ACS have considerable experience in Asbestos training and are represented on the HSE Asbestos Training Working Group and are members of the recently formed Asbestos Training Providers Association (ATPA). ACS were heavily involved in developing and testing the HSE training package which supports the new Asbestos Regulations. Also, ACS helped organise and deliver a series of HSE/ACS events in most major cities in the UK. This has been presented to over 1500 delegates so far. Largely as a result of the 'Road Shows' ACS have provided training to a number of organisations including; Inverclyde Council, Diageo, Ayrshire & Arran Primary Care Trust, Bovis Lend Lease, North Glamorgan NHS Trust, Aberdeen City Council, and Strathclyde University.


ASBESTOS

THUS

THUS is one of the UK's leading communications network operators, specialising in the corporate and SME markets. It provides a range of voice, data and internet services, operating through the THUS and Demon brands. The company's business has grown significantly with turnover increasing from £214m in 2003 to £332m in 2004.

ACS have carried out a range of asbestos related services for THUS Plc throughout the UK. These have included asbestos surveys, the implementation of an asbestos management system and database and also training for THUS employees. We have also assisted with the preparation and implementation of asbestos related policies and procedures.

AMEC Turner

AMEC is a leading international provider of services and engineering solutions to the world's infrastructure, manufacturing and process industries. AMEC Turner Ltd is a company jointly owned by AMEC and Turner Facilities Management. Based in Glasgow, the company has grown steadily over the past 15 years to rank amongst the top performing companies in Scotland with a turnover of some £200million and a staff of over 2,200 people.

Over the past year ACS have provided a range of asbestos related services to AMEC Turner. In particular, ACS staff have provided the full range of asbestos surveying, sampling and analysis. In addition, ACS have completed various project management contracts for asbestos removal works. This service includes preparing specifications for works, assistance with appointing contractors, full management of the works through to completion and all associated air testing.

Carmarthenshire County Council

Carmarthenshire County Council is one of the largest and most diverse employers in South West Wales, with over 9000 employees. The council provides services across the county to a population of around 170,000.

ACS have worked closely with Carmarthen for the past 4 years in developing Asbestos Policies and Procedures, and then carrying out training in the new procedures for key staff across the whole Authority.
