Asbestos Management
Although the
deadline for Regulation 4 of the Control of Asbestos at
Work Regulatuions has passed, many organisations have
still to take suitable actions to comply with the "Duty
to Manage". The regulations place a duty on anyone
responsible for the maintenance of commercial, industrial
and public properties, as well as common areas of domestic
properties, to have in place a Management Plan
for asbestos containing materials.
In practice, the majority of duty holders
are undertaking asbestos survey programmes to establish
registers of asbestos materials within their buildings.
However, systems should also be developed to set out policies
and procedures and action plans for dealing with asbestos
related issues.
The Health and Safety Executive (HSE)
recent review found that knowledge of the new regulations
varied considerably- between half and three quarters of
all duty holders had an awareness of the duty to manage.
However, as little as 25% of duty holders actually
had management plans in place to deal with the possible
risks from asbestos.
ACS are able to provide a comprehensive
Asbestos Management plan which would include policies
and procedures, roles and responsibilities, training programmes
and action plans.
ACS are currently involved in
developing Asbestos Management Plans for a large number
of Local Authorities, NHS Trusts, Academic Establishments
and Housing Associations as well as smaller organisations.
